Specification
In conjunction with an urban-planning competition, a highly presentable multi-purpose building was to be raised in a prominent riverbank location on a relatively small plot fringed on three sides by public roadways. A four-storey public underground car park was to be integrated into the scheme.

Defining Aspect
The underground car park had to be equipped with flood control measures, and to be integrated into the building right next door that is part of the bridgehead.
